A return to external and fiscal sustainability will require a sustained additional adjustment effort and closure of remaining financing gaps, including through a cooperative debt restructuring. To bolster the credibility of this adjustment and to reduce vulnerabilities, the authorities should implement supportive structural reforms in the fiscal, monetary, and financial sector areas.
