The concept of creating wealth and jobs in the Caribbean through telecommunications enhancements and business incubators is submitted for consideration and deliberation by the International Encounter of Economist on Globalization and Development Problems. First, we present strategies to develop industries that create high wage and high value jobs in the Caribbean and how it relates to the global economy. Next, a paper about Cuba's role in regional economic growth is included for your review. Finally, we submit for discussion a course of action for creating the model for incubators and technopolis in the Caribbe
