Privatisation and Regulation Challenges in Jamaica (Inter-American Development Bank)

Over the last two decades, Jamaica has failed to achieve a sustained process of economic growth and development, despite the introduction of some stabilization and structural reforms. This purpose of this paper is to analyze the main regulatory institutions and the framework governing the operations of non-financial enterprises in Jamaica in order to determine how well they promote competitive, efficient and fair trading conditions and encourage investment. It analyzes the role of the institutions in charge of regulation, and the critical elements in four key sectors that show different advances in the privatization process: power, water, telecommunications, and road infrastructure.
