International Religious Freedom Report for 2003

In analyzing conditions of religious freedom in countries around the world, this report seeks to document the effects of history, culture, and tradition. A particular religion may have dominated the life of a nation for centuries, making more difficult the acceptance of new faiths that offer challenges in both cultural and theological terms. However, tradition and culture should not be used as a pretext for laws or policies that restrict genuine religious belief or its legitimate manifestation.
