During the 1990s, a set of reform sturctures implemented in Latin America and the Caribbean has modified the content, dynamics, processes and interactions in the area of public policy. These reforms have been viewed as an essential strategy for confronting the deterioration in the distribution of resources that occurred in the 1980s as the functions and roles of the State changed.
